SISAGA Cockpit
Core rules, ordered from non-negotiable foundation to report gates.
The cockpit exposes SISAGA's executable discipline as a synchronized control surface. The frontend edits the same rule JSON that the local backend serves; backend changes are pulled back into the page so both sides stay aligned.

驾驶舱把 SISAGA 的可执行纪律做成同步控制面。前端编辑的就是本地后端服务的同一份 规则 JSON；后端改动也会被页面轮询拉回，保持前后端一致。
